HPH1

The project team has engaged closely with London Borough of Hillingdon planning officers over many months to discuss the redevelopment plans. This has involved formal meetings and workshops, as well as meeting the Council's Design Review Panel and officers within the Greater London Authority.

Council officers have made clear that, from a strategic planning perspective they would like to see a residential scheme delivered on the site, given the needs of the borough to deliver more new homes. The site also comprises brownfield land, and planning policy supports its re-use to deliver new homes.

We have developed a detailed illustrative scheme to ensure we can optimise the potential of the site. This is just one potential design layout option. Our 'Outline' parameter plans will include a degree of flexibility and provide a framework for future developers to design their own detailed proposals at the 'Reserved Matters' stage for the site.

A permitted development application approved in April 2025 is underway for the conversion of HPH1 (left) from offices to 75 new homes on upper levels. The 'Outline' planning application proposals have been designed to be compatible with the new homes in HPH1.

Steps have been taken within the emerging masterplan to ensure strong integration between this retained building and the future new-build elements on site.

We have carefully designed this illustrative scheme, centred around the following four key principles:

  • Green - Provide public and private amenities;

  • Homes - Provide quality homes;

  • Community - Connect to the surrounding communities;

  • Well being - Establish a thriving neighbourhood.

The concept of the scheme, left, has been heavily influenced by the workshops and advice we have received from council officers.

We have carefully designed a scheme which respects the existing local area. 650-675 new homes are proposed in a variety of styles, including apartments and town houses, at between 3 - 11 storeys in height (indicated right).

We have carefully tried to mix the heights of the proposed buildings to provide variety and ensure the Heathrow Airport ceiling is not apparent.

The chance to redevelop the whole site, presents a wonderful opportunity to create some much needed public space at the heart of the scheme which serves the wider community as well.
